Charter schools are public schools, run independently of the local school district.  Application for admission is a family choice.  Each school has a mission, goals, and means for success, and is authorized by the state or another sponsor (university, local school board), which is responsible for monitoring the school’s performance.  The goal of the charter school movement is to create schools that are free of the rules that  bind public schools.  Each school’s charter is usually for five years.
